Established in 1970, the executive leadership of Duley | Bolwar | Pederson has over 100 years of collective experience working in the benefits industry. Our executive leaders are highly respected insurance professionals and frequently present at regional and national forums regarding the new era of benefits management.
Our client solutions team is comprised of seasoned professionals with a diverse benefit and human resources expertise. They bring with them a rich background having worked at a variety of benefit related roles within TPA’s, Insurance Carriers, Benefit Administrators and the like. They provide a truly unique and fresh perspective to aid in the management of your employee benefit plans.
We ensure that your employees understand the value of their benefit package by engaging our licensed benefit educators to provide an opportunity to meet one-on-one.
The marketing analytics team are committed to staying abreast of carrier product portfolios, network footprints and pricing strategies to ensure that our clients are presented with the most competitively priced and comprehensive benefit package.
Ensuring our clients and their employees have access to the DBP medical director ensures comprehensive advocacy to navigate through the most difficult of clinical issues. Our medical director engages in scheduled utilization reviews to aid our clients in deciphering the often complex medical conditions.
With both underwrites and an actuary on staff, our financial analysts ensure that the most comprehensive and up to date reporting are available your CFO.
Rounding out the DBP team, our wellness consultants provide detailed strategy and deployment to aid your employees in achieving and maintaining a more balanced and healthy lifestyle.

R. Ed Duley
Founder and Partner 1970-2011
Ed’s 40 years of expertise spanned a vast spectrum of products and services, ranging from retirement planning and trust management to the planning and implementation of employee benefit programs and equity based investment strategies. Ed’s deep-rooted propensity for excellence was established as he was drafted to play defensive tackle for the National Football League’s Houston Oiler’s after receiving his Bachelor of Economics Degree at Northern Arizona University. Ed served as Chairman of the Board for the Boys and Girls Clubs of Metropolitan Phoenix. He was a Qualifying and Life Member of the Million Dollar Round Table’s Top of the Table, a recipient of the Master Agency Award, and a registered principal.
Ralph “Ed” Duley is survived by his wife, Trisha, and their five children. He lived by the saying that ‘Honest, intelligent effort is always rewarded.’ DBP Benefits honors R. Ed Duley’s legacy as we continue to provide first-class, sustainable, innovative agency value with integrity in end-to-end benefits solutions for the well being of our employees, partners, and the communities we serve.
Andy Bolwar Jr.
Co-Founder and Partner
A graduate of the American College of Life Underwriters and Agency Management Council Andy joined Ed Duley to form Duley Bolwar Insurance in 1978.
Andy has over 35 years of insurance and financial services experience and has established the solid foundation for the self-funded and financial operations of DBP Benefits. Lauded a leading expert in analysis, design and implementation of employee benefit strategies. He has been honored as a Lifetime Member of ‘Top of the Table’ from the Million Dollar Round Table a trade association for insurance consultants and financial advisor’s formed in 1927 to establish best business practices and develop ethical and effective ways to support clients.
Raised in Iowa, Andy settled in Arizona to raise his 5 children. He is a proud father of 2 grandchildren and is passionate about family and the people he serves daily. Andy has a true dedication for health and fitness and maintains a daily regimen of diet and exercise.
John E. Pederson
Partner
John Pederson has 20+ years of experience in the healthcare industry, encompassing forging national healthcare solutions for large to mid-size, multi-state, multi-site employer groups, as well as multiple employer trusts. A master architect of healthcare cost containment and strategy, he brings a keen acumen to driving solutions for clients.
Named a Partner in 2002 John is devoted to helping our clients achieve a transparent and sustainable healthcare strategy. Passionate about the employees of DBP, he believes they are the organizations greatest asset.
A father to two teenage boys, he spends his free time supporting them in their scholastic and athletic endeavors. Raised in Pine, and a graduate of Northern Arizona University, John continues his drive for knowledge, and is on track to complete his Health Rosetta Certification in early 2020.
Charles R. Duley
Partner
CR’s industry experience exceeds a decade and constitutes his sterling reputation as the employee benefit solutions expert for DBP Benefits partners. As a practice leader, consultant, and data analyst, CR is an ardent driver of comprehensive benefit packages for small businesses.
Named as a partner in 2011, CR brings a keen eye to delivering viable solutions and optimization. CR, a graduate of ASU, resides in the Phoenix area with his wife and 2 children where he actively participates with The Scottsdale Charros and other local charities.
